What happens if you unequip that homebrew Staff of the PlainsWalker? Its description says it should be adding "+1 to Spell attack", which it doesn't seem to be doing. I wonder if it was mistakenly set to add +1 to spell saves instead.

The wis (cleric/druid) Save dc is 22 however I think based on should be 21 I think could I get a 2nd opinion,
