I have been building a monk and I own the book Tal'Dorie Campaign Setting Reborn which has the Monk subclass way of the Cobalt Sol in it but when I go to build my monk the option does not appear for me to click on it to use.
I have gone through and made sure all of the partnered content is enabled and is also being shared with the rest of the players in my campaign but it still will not show up. is this a bug or is there something I am missing cause my players would like to be able to build their monk with that subclass.
Those subclasses are available only on the 2014 Monk class. You won't see them if you select the 2024 Monk class.
(If you do want to use it for a 2024 Monk, you could potentially make a homebrew copy of the 2014 subclass to see how it was set up, and then rebuild it as a 2024 subclass.)
