He's trying to pick heavy armour master as his level 4 feat, he's a paladin so proficient in all armour yet it won't let him pick the feat, its base PHB which I have so I don't get what's going wrong
Is this your character, or does it belong to someone else in your campaign?
If the character belongs to someone else, then you need to have content sharing enabled for the campaign, via a master tier subscription, to be able to give someone else access to your content.
The reason that the Heavy Armor Master feat isn't showing up on the list in the character builder is because the character already has this feat. It looks like it's been added manually through "manage feats" on the character sheet. Using "manage feats" on the character sheet allows for feats to be added outside of standard character progression (where awarded by the DM as a bonus for example). It can also be removed through there, allowing it to be selected in the builder.
