I want to create a feat that give a number of free languages equal to your Intelligence modifier.
Is it possible to build something like that with the current homebrew features?

I don't believe that's possible to build at this time - option choices are defined when the homebrew is created.

Unfortunately not. The way around this would be to make multiple feats for +1, +2, +3, +4, +5.
