Please confirm that you have homebrew toggled on in the options for the character?
Also, if the race you have added uses subraces, please note that you will only see the subraces available for selection.
E.g. if you add a race called TROLL and it has subraces of CAVE TROLL and FOREST TROLL, then you will only see CAVE TROLL and FOREST TROLL available for selection. You won't see a group labelled TROLL with the subraces inside it.
I've recently added several HB races to my collection but when I go to make a HB character the race will not show up as an option.

I have all tabs toggled and I checked my collection it is labeled as a base race type
Have you checked "Has subraces" in the race you have created, but not added any subraces?
