Well basically that. I can't add it to a magic item. It simply doesn't show up on the list. I have access to the spell through shared content, and spells from Elemental Evil show up just fine and can be added to the item.
The Zephyr Strike spell is from Xanathar's Guide to Everything.
To use content as part of your homebrew, you need to have purchased the content, rather than access the content through sharing.

Elemental Evil supplement is free, so in effect you own that yourself.
