Equiping Armor with a Str requirement that you do not meet does not affect speed.

Bug in title. Speed should be dropped by 10ft if (for example) a STR14 PC equips Plate armor(STR15 required).

This bug has been around for a while, and I'm sure it's on the list of things to do.
