Bug in title. Speed should be dropped by 10ft if (for example) a STR14 PC equips Plate armor(STR15 required).
This bug has been around for a while, and I'm sure it's on the list of things to do.

Thank you for reporting it anyway though! We would much rather have several people report a known issue, than have something go unreported.
