If I own phb and want to add a feat to player in my campaign I should be able to. If I had phb I would just hand it to them. Ie I own I as dm should be able to add it what I own to my party
To share your purchased content you need to have a Master Tier subscription. Then you receive 3 campaign sharing slots you can use to share all purchased content (and public saved homebrew) with members of those campaigns.

If you don't want to pay for the convenience of a subscription, you can create a homebrew feat that is a copy of the feat your player wants.
Just don't try to publish copyrighted material. You don't need to publish it to share it with your campaign.
