Hi! I'm trying to add the ability to cast dissonant whispers to a homebrew item I've created, but it's not popping up as an option whenever I click the "add spells" button.
Am I just missing something? I was able to add moonbeam and gaseous form without an issue.
Dissonant Whispers is in the PHB while Moonbeam and Gaseous Form are in the Basic Rules. The Basic Rules are free whereas the PHB requires purchase before its content is useable in the homebrew system or character builder.

When creating homebrew content, you can only use official content that you have personally unlocked (ie. not content that is shared with you inside a campaign).
There are several reasons for this, but the main one is that the content that is currently shared with you is only shared with respect to the character you have in that campaign - if you were to leave the campaign, that content would no longer be shared with you.

Hmm, that's really strange because I can add basically any other spell without issues too, even some from Xanathar's and Sword Coast.
Do you have a character in a campaign that has content sharing turned on?

I do, which is why I thought that I’d be able to create this item that my DM created for me.
You have to have bought the book youself in order to use a spell in it in homebrew.
