For some reason it says I have 15/14 spells on my character when I edit her spells but she actually only has 13/14 And it won't let me add more
She's a level 10 bard from the collage of lore and even if I remove all her bonus spells it doesn't change the issue. I don't think it's her racial spells (water genasi) as this wasn't an issue before.

The level 10 magical secrets count against your known spells number. The bonus magical secrets do not.
So your bard should have 12 spells that are not magical secrets.
