The gist of the situation is: the Tal Dorei setting has been published by another publisher and that means more parties are involved in it being allowed on DDB. The bloodhunter and gunslinger were not published, therefore only Matt Mercer needed to give permission for them to be added. DDB has stated that they want to make content from 3rd party publishers available on DDB, but there are legal channels to go through first.
Basically, it WILL happen IF it can happen, and as soon as it can happen.
Also note that this is significantly less likely if a publisher already has their own digital offering and does not wish for their content to be available on D&D Beyond.
