Unable to select theives tools as proficiency for criminal background

So while making a rogue I was unable to select theives tools as a proficiency as the criminal background. Is there something I missed or is this a bug?

The Rogue class already has proficiency in Thieves' Tools.

Any time you see a proficiency is missing from a selection box, it is almost certainly because your character already has that proficiency.
