Just bought Ghosts of the Saltmarsh, and the new backgrounds are available to select in the character editor (Fisher, for example), however the new additional choices to current backgrounds (Sailor's Local Sea Dog, and Traveller from Afar) aren't available under those entries.
the Ghosts of Saltmarsh backgrounds page doesn't change the background features for Sailor, Traveller etc, it gives additional information on how those backgrounds could be applied or used within the context of the region where the adventure is set.
As per that chapter of the sourcebook:
This material is meant to be a tool for DMs. Once players have decided on their characters’ backgrounds, review the material here and decide which additional elements of their backgrounds you want to share with them.

You can share the information with them however you like:
