I'm in a campaign where the DM has the legendary bundle as well as the Master subscription. This has allowed me to read through all of the sourcebooks from the source tab, but I've noticed that when I'm in character creation I can still only choose the races/subraces that are from sourcebooks that I personally own. For example, I was trying to make a sea elf character, but wasn't able to use Mordenkainen's Tome of Foes. Is this an error, or is the system just working as intended.
Working as intended - you will have access to all of the shared content for the character builder only if your character is in the campaign that is sharing the content with you.
