I just created a set of homebrew items for my players from loot they picked up a few weeks back and while they are able to be placed on my test characters, they aren't visible to players in my campaign. I can't place them in the inventories of those players in the campaign either. Don't understand what's up. Older items I created were able to be added no problem.
Do the characters have "allow homebrew" toggled on?

You've published these homebrew, so they are no longer private and campaign specific - they are public use.
Using or sharing public homebrew requires either as hero subscription or master subscription. As the creator, you may still use the homebrew, regardless of subscription, but that is not the case for others.
If your intent is to create homebrew for your own campaign, you should NOT submit it to be published as public homebrew.

As you said that both homebrew magic items were specifically for your personal campaign, I have rejected both of them, so they are no longer public. Your players should now have access to them.

No, half of my players did not have "Allow Homebrew" toggled on.
Seems obvious, but I do have 11 players to look after, and never got around to noticing that lol. Thanks
