When I have tried creating a character level by level the spell list is locked from Cantrips to Level 2 spells even when the level has been set to 20.
Yet when I tried once again and set the character to Level 20 I got all the spells, but when setting the level back to 1 the spell list stayed the same as it's "Level 20" state.
This is not just a warlock issue it is the way that the Character sheet updates.
If you create a character and then go into the spell list it will register what level the character is CURRENTLY when you first go into the spell list,
If you modify that level then go back to the spell list it will not update. however if you modify the level, go back out of the builder then go to warlock spells and manage spells it will register properly.
Essentially if you go to modify the spells in the builder, it will register the first time you go into that spell list based off of that class level and will not update till you exit the builder and come back in. If you update the level BEFORE going to the spell selection in the builder it will register the new levels.
Most of the time i select the spells from the actual character sheet anyway as it is the same type of functionality just a slightly smaller screen.
Hello! This is an issue with browser caching. If you visit another tab of the character sheet or refresh the page and then return, your spells should show as intended.

The character is 5th level, but neither of us (me or the player) can see any 2nd level spells on the character sheet. It lists Cantrips, 1st level and 3rd level spells only. The character haslearned a 2nd level spell - Phantasmal Force - but it only shows up in the 3rd level spells list as one being cast at a higher slot.

Funnily enough, I have never encountered this bug on accident because I always change the class level before opening spell list.
