After you have set the level please make sure to click to another section, or refresh the page before trying to select spells on the class management page.
This happens when you change class level in the builder while spells are open. All you need to do is refresh the page, change section and come back, or manage spells on character sheet instead.
For some reason this bug gets overly reported even though it goes away as soon as you do anything. Though they do need bugs to be reported, but nobody ever mentions it goes away (which would be part of a thorough bug report), they need help fixing it. And that just tells me (and everybody) that they didn't even try.
So I think this is a glitch, but I am making a gnome wizard evocation and it does not let me have any spells known above 1st level. Help.
Can you link to the character ? I've created a similar character quickly and can't seem to reproduce this glitch.

Its alright, its just I refreshed it and it continued, I had to close the tab and reopen dndbeyond for it to fix
