I don't believe this is a bug. The Fast Movement feature increases your "speed", not your "walking speed", so it would increase your swim speed, as well.
Ah, interesting. I guess I took it to be a specific versus general instance of the rules and didn’t think that it sets the baseline and the other feature adds to it.

I don't believe this is a bug. The Fast Movement feature increases your "speed", not your "walking speed", so it would increase your swim speed, as well.

I've tried some tests and it seems to be working correctly to me.
The swim speed will be 40ft, rather than 30ft, due to the Barbarian class feature, "Fast Movement"
