I decided to try and submit a homebrew druid circle. However, when I tried, I was unable due to:
"This homebrew Subclass does not have the necessary class features with the correct required levels."
I went back and double checked the features. Sure enough: they were assigned to 2nd, 6th, 10th, and 14th levels. So I did a bit of experimenting. I started a few new homebrews using various druid subclasses as templates. In addition to the expected reason of "XXX is currently too similar to YYY to share with the community.", they all also had the reason regarding required levels, despite no changes being made to the templates.
Then I started another one completely from scratch. Ensured the features were assigned to the proper levels correctly, and got the same message.
Despite the fact that Druid class table shows subclass features at 2, 6, 10 and 14 which is the normal progression for most Druid subclasses. D&D Beyond has made the decision to base their restrictions on the Circle of Land subclass even though it is an exception to standard progression and has a feature at level 3. Therefore all Druid homebrew subclasses must not follow standard progression and instead must follow the "exception" and have a feature at Level 3.
I do not understand their decision to make the restriction this way. I don't even understand their decision to have these restrictions at all given it's totally against the spirit of homebrewing - even WotC don't follow their own "standard progressions" so why do homebrewers have to? D&D Beyond are aware of this, and that it's royally pissing off a lot of homebrewing customers, but despite the incredible ease with which this error could be fixed they are so far just saying "this might change when they overhaul the homebrew tools' (paraphrasing) which is likely to be end of next year at earliest.
You can try making a level 3 feature that just has a description like "This is here to bypass the stupid feature restrictions" , set it to a higher display order like 20, set it to not appear in character builder or character sheet and otherwise have it do nothing. Essentially a "fake" 3rd level feature so that you can make a homebrew feature based on the actual standard progression of the Druid. It will show up on class description page but not on the sheet or anywhere important so that's your best bet.

Did you resave it after adding the feature? Check only occurs on save.
Also note, you dont have to publish a homebrew for you and your friends to use it.
I saved, but still get the message. And while you can share unpublished homebrew with your groups, I like sharing with the community at large.
