Hex is a spell that is not provided by Wizards of the Coast as part of their Basic Rules or SRD. You can purchase the Player's Handbook from the Marketplace which contains Hex, or even purchase Hex individually from the additional purchase options, which will lower the cost of the full Player's Handbook by the amount spent.
You are also welcome to add it to your private homebrew collection manually by using a physical copy of the book you own as a reference. Please do not publish material you are not the original creator of. :)
that explains it, I'll just leave the feat with a little foot note to explain. Just as a further question....in that case why does it let you ad spells like Abi Dalzims Horrid Wilting?

I may have overlooked something but I created this feat:

and need to add the spells Bane and Hex but Hex does not show up on the list of spells you can add, any help?

Abi Dalzim's Horrid Wilting was provided by the Elemental Evil Player's Companion, which was a free PDF resource released by Wizards of the Coast. :)
