It has to do with widow size. If you are shrinking your window to half screen, it will automatically adjust to display as much as it comfortably can in smaller window.
I am not adjusting my window size in any way. I used to get the desktop mode without any changes in settings.

I still haven't found a way to fix this and it is consistently annoying to not have full functionality on DDB. Any response or advice would be welcome.

What you're referring to as, "Mobile view" sounds like the D&D Beyond compact layout - this is triggered by the screen width being 1024 pixels or less.
This is affected by your browser "zoom" as well, so for example if you have zoom at 150%, then compact view will trigger for a browser width of 1536 pixels or less (1024 x 1.5).

When I use the DnDBeyond on my laptop, I always get the mobile view displayed for menus and character sheets.
I didn't see anything about this in the patch notes, so I assume it's a bug.
