Under Proficiencies, "Skills: Choose three from Animal Handling, Athletics, Insight, Investigation, Nature, Perception, Stealth, and Survival", there is no option to choose Perception in either of the 3 dropdown menus.
I'm creating a Wood Elf Ranger with an Outlander background and I don't seem to be able to select Perception in the same manner as the OP. I don't see anywhere that it is already selected in my Race or Background. Am I missing something?

Check that Perception is not already selected by a race or background feature.
