I think the toggles are only available to the DM. Are you the DM of the campaign?

Sharing is toggled on or off by the owner of the master tier subscription.

I have a Master Tier subscription, but I am a player in this particular campaign. If I share my content, I can't select what is shared and what isn't. Does the DM have the ability to do that with my content? Or can the DM only do it with their content? Thanks for your help.

Right now, after you enable content sharing as a whole (so that content owned by anyone in the campaign is shared with everyone else in the campaign), only the DM can further enable or disable sharing of compendium content from specific books with people that don't own it - which, I believe, includes the DM as well (so they won't be able to access the compendium content either if they disable it, I think).
So basically, say you own books X, Y, and Z (and nobody else in the campaign does), and you enable content sharing in the campaign as a player that has a Master Tier subscription. If you want to share just book X and not book Y, you can't currently do that as a player in the campaign, even if it's your Master Tier subscription; you can only share all your owned content or none at all. Then, the DM should be able to enable or disable sharing of compendium content with non-owners for book X, book Y, and book Z separately.
So right now, if you want to share book X but not book Y or Z, your best bet is to ask your DM to disable sharing of those books for you.

Due to a financial windfall in my favor, and the awesome discount code from DnDBeyond I was able to purchase the Legendary Bundle. Also, I do have the Master Tier Subscription and am only using 2 of the 3 campaigns I am allowed to share, and as of right now, both campaigns have the same issue.
The issue is as follows: - I send a new player the link to the campaign (campaign only has Player's Handbook and Xanathar's Guide selected as shared, everything else is toggled to off); - New player joins campaign with the link, and clicks on the "Create A Character" button, and new player can see all races/subraces/subclasses/backgrounds, etc.
I have turned content sharing on/off several times, have even removed all characters from the campaign, deleted the campaign, and then recreated the campaign and had all the PCs join the new campaign, and still issue remains.

You're not doing anything wrong. Right now, the DM toggles I mentioned above only apply to sharing of compendium content; it doesn't affect what's shared/displayed in the character builder. I believe DDB has said they're planning on implementing more refined content sharing management options in the future, which likely covers the ability to enable/disable what's shown in the character builder.

I'm a little confused then, because it works exactly how you're asking for it to work!
Having a Master Tier subscription allows you to activate content sharing for a campaign, even if you're not the campaign owner (DM).
If someone else has already activated content sharing for a campaign, you can't switch it off though.

The DM is the one that decided what content is shared within the campaign, that's correct.
