Hey, I'm not able to actually look at the details of your feat because I'm not a mod like MellieDM; so I'm not sure how you're setting up your action page for the breath weapon, but I created a homebrew copy of the dragonborn race and pulled up their breath weapon action. Yours should essentially look exactly like theirs.
You may benefit from creating a copy of the dragonborn race yourself to check out how the breath weapon is put in for them since I'm pretty sure you're going to be basically copying it over for your kobold feat.
I put the images in a spoiler because they are large. I recreated the dragonborn's breath weapon action in a feat myself and I'm nearly certain it's working how you want it to.
Actions nested inside of a homebrew feat option do not currently function as they do on other types of homebrew, so the issue with your sheet and opening the sidebar menu of your feat would be tied to that.
I might personally recommend making one Action tied to the base feat only (not in an option), which can refer to a damage type based on your ancestry to allow the user to choose while preventing any character sheet issues. Another option is to make versions of your feat, one for each option.
The forms for homebrew are not reactive, so they won't remove or obscure options that don't apply to the selection you've made. You would need to choose "Weapon" as your action type in order to display it innately as an attack as opposed to an action. The difference between these is the use of an Attack roll, which is why you'll see the Dragonborn race also does not innately show the breath weapon as an Attack, as it does not include an attack roll.
However, if you aren't nesting the action in an option (as described above) the user would be able to select the feat action in their character sheet and choose 'display as attack' if they choose, whether the action is General or Weapon.
