Hi I have the PHB purchased on my account but some of my characters on my canpaign are unable to select certain aspects such as Barbarian>Path of Totem Warrior, only Berserker.

Oh no, I only have Hero Semi-Annually.
The Master Tier subscription allows you (and users in your campaigns) to share content that they have purchased with everyone else in the campaign. You can learn more about the differences in the subscriptions here!
