It appears that in the character builder, the list of weapons available are filtered by proficiency. For example, the Short Bow is not available to a standard Druid or Wizard. However, the Basic Rules and PHB state that characters can use weapons they aren't proficient in, so all classes should be able to add any weapon to their equipment list.

D&D Beyond FoundersJust below the ADD ITEMS section, there are three checkboxes - Proficient, Common & Magical. These filter the results.
Just uncheck the proficient checkbox. :)
