No, I haven't purchased it. I'm just saying for those that do want to purchase it, if you go to the Compendium page and click on it, that's what you get, and the link doesn't work (or is the wrong link).
You won't be able to use that first link until it's purchased. That's the link to go to the actual book. You can only view it in the marketplace until then. The moment you purchase it, that first link will work for you.
As a player in the group not purchaser, (our DM purchased the new module), i can see all purchases except ToA. That one gives the error.
There is a bug with campaigns right now, when new content is added, players not seeing it. The current fix (until it's actually fixed) is to leave the campaign and rejoin. It should be visible then.

Then the issue is that in the Compendium, it's giving the wrong link for those who haven't purchased the book yet. I should go to the purchase page (like the other books I haven't purchased).

No, the compendium has the correct link. It will never link to the Market place, it will only link to the actual book. If you want to purchase the book, you have to go to the Marketplace.

https://www.dndbeyond.com/compendium/adventures has a link to https://www.dndbeyond.com/compendium/adventures/toa, which doesn't work.
The link from https://www.dndbeyond.com/marketplace, which goes to https://www.dndbeyond.com/marketplace/source/25, does work.

Try refreshing your cache. I tried your link and it works fine for me.
A dwarf with a canoe on his back? What could go wrong?
Nope...still no dice. https://www.dndbeyond.com/compendium/adventures/toa still comes up forbidden.

And you've purchased it? If you have, you should go over to the D&D Beyond support site.
