Hi all, i had a question about content sharing. My DM has bought a bunch of the books including the PHB and VGtM. When in his campaign i can upgrade my character with things from those, but when i try and create a new character that isn't currently in that campaign it doesnt give me access to that. Would that be because i personally dont own the content and im just seeing it shared?

Yes, outside that campaign, your content is still restricted to what you have purchased.
