Modifier to Scale

I'm trying to create a homebrew spell and when I get to the Create Higher Level form, there are no options under Modifier to Scale, just a --.

Hello EricBerg, does the homebrew spell have a modifier set up in the "Modifiers" section? 

If you provide a link to the homebrew (unpublished) myself or another moderator can take a look for you. :)

Another report with no link so the problem can be found.
