I was bougie and got the legendary bundle and a master tier subscription so all my players could access everything and get all the choices they want. My understanding was my players in the same campaign with sharing enabled should have access to everything I do. So far a few of my players don't have access to all the races during character creation.
They will have access to all of the content from your legendary bundle in character creation as long as:
The character they are creating/editing is IN the campaign where you have enabled sharing.
They have enabled the relevant source options in their character preferences (Eberron, Magic the Gathering, Critical Role etc). Enabled is the slider to the right, colored red.
