The Spell Sniper feat doubles the range of ranged spell attacks when casting a spell.
A monk's (Way of the Sun Soul) Radiant Sun Bolt is a feature, not a spell. Even if it is a ranged spell attack, so Spell Sniper should not be doubling its range.
