I've created a 2nd level hexblade warlock and I'm trying to add Toll the Dead (Xanathar) and Blade Ward (PH) and a few others of which I don't have available to my character in the DnD Beyond character builder. Are these unavailable because I haven't purchased these books on DnD Beyond? And if that's the case, is there a way to buy individual spells or complete spell packs for a character class? I can open up and view the spell page for Blade Ward (for example), but there's no option to purchase it, so it leads me to believe that it may be a bug.

Yup - you would need to have access to those spells in order to use them (ie by buying those elements via the marketplace or having the content shared with you). You can purchase individual elements from the marketplace here:
I should also note that buying these elements will lower the price of the book/bundles accordingly (so if you spend $4.99 on the PHB and choose to purchase the full book later, it'll be discounted by $4.99).
