I can't seem to figure out how this character has an initiative of +4 when his dex is +3. He's level 4 and hasn't taken any feat or ability that would give him that additional +1. Any ideas?

Published Subclasses
Bards at lvl 2 receive "Jack of All Trades" which gives half of proficiency to all ability checks they're not proficient in.
Initiative is a Dexterity ability check, so it's Dex + 1/2*(Proficiency). 3+1.
The same works for Dispel Magic and Counterspell by the way.
