So oddly enough, I went to purchase the Tortle, but it says I own it already. Though if I turn off Home brew it is not available to me. However, if I search my homebrew... no tortle.

You need to enable non-core content on the first page of the character builder. Make sure the slider is red and towards the right.
Someone has a homebrew in their collection, so when you are creating a character in that campaign, you can see their homebrew.
Hi! Built a fighter tortle, and while I know they are tough, AC 27 seems a bit much.

I think it added the Tortle armor class of 17 instead of setting it to that number. The sheet does say he got +17 from 'Misc Bonus(Natural Armor)'
I have a weird sense of humor.
