It's your spell attack modifier, i.e. I + P, where I is your intelligence modifier and P is your proficiency bonus, commonly reaching +11 at 17th level. Note that this means a Headband of Intellect is capable of modifying the bonus, provided you wear it, but most magic items are not.

or a +1 focus as it improves you spell attack bonus which would carry over to the Steel Defenders attack
You confusion might come from the different versions the Artificer was published. the one in Eberron had that whole "Stats go up when proficiency goes up" thing going, while the newer - and therefor the errata version uses the spell modifier and just goes with it. You should always use the newer Tashas version, it is the "official" one now. It also clears up some of the other wonkyness in the Eberron version.
Note that the Steel Defender you can add as an Extra to your sheet does not show/use the newer Tasha's Cauldron rules - it still shows the old, clunky formula, and poorly at that. It's best to try and build the Defender and Homunculus' attacks as custom actions on the artificer's character sheet, if at all possible.
thank you all. yeah I was mixing Modifer (int) with spell attack modifier. as well as the Extra page not showing the right info. Got me all turned around. Spell attack Modifier is not the same as just Modifier. get it now. x.x
