So I have already read RAW that artificers can infuse needles with any cantrip or level 1 spell, known or unknown. My question is this. Do the cantrips "level up" with characters as usual?
Example Eldritch Blast at character level 5 has two beams. Is this the same with the spellwrought versions? If a level 5 character uses a spellwrought version of Eldritch Blast, will it be two beams or one?
Second question. Level 2 Artificer. I make my tank a Shield Spellwrought Needle. He puts it on his body, using the needle to make the tattoo, but does NOT use the tattoo. I use my second infusion for my Homonculus. If I make another needle, will the tank lose his tattoo?
The spell contained in a Spellwrought Tattoo doesn't count as a known spell for you or one of your spellcasting class spells, and has a set Spell Attack and Spell Save DC. Such spells granted by magic items are cast at their lowest possible level, which for a cantrip is as if you were a level 1 adventurer; so, 1 beam.

I don't think you'd only get one beam since cantrips don't consider your level in some spellcasting class, but your overall player levels. Yes spells like this get cast at their lowest spell level (all cantrips are considererd spell level 0 anyway) but that doesn't lower the players level.
It's the same with arcane initiate cantrips on a fighter.
The Fighter with Magic Initiate has learned the cantrip and is using the spellcasting ability associated with the feat to cast it, so it scales with them. A Fighter with a Tattoo has a magic item that lets them cast a cantrip once with a +5 spell attack / spell save dc 13, not using their own spellcasting ability (if any), so it's cast at the lowest possible level. Hence 1 beam.

Huh, I did not know that either; guess that means there's not much point taking combat cantrips from a magic item. At least not at higher levels, or if the damage is the part you want (some have rider effects that could still be useful).
Former D&D Beyond Customer of six years: With the axing of piecemeal purchasing, lack of meaningful development, and toxic moderation the site isn't worth paying for anymore. Yeah, the Spellwrought Tattoo doesn't lend itself well to regular cantrip use, especially since it's a once and done, then you need to replace the tattoo. It's essentially a spell scroll that anyone can cast. Might work well for your artificer to have Mending in a pinch and free up an artificer cantrip.
It's still useful for other applications, like in my campaign I gave someone a tattoo for Absorb Elements who doesn't have access to the spell otherwise (we're gonna be fighting a dragon!)
Note that the "lowest caster level" doesn't apply to the cantrip you gain from an All-Purpose Tool, since that counts as an artificer cantrip for you for a span of time.
