So with the new One DND playtest out today, we see that Eldritch Blast now scales with Warlock levels as opposed to character levels.
ELDRITCH BLAST Evocation Cantrip (Warlock) Casting Time: Action Range: 120 feet Components: V, S Duration: Instantaneous A beam of crackling energy streaks toward a creature within range. Make a ranged spell attack against the target. On a hit, the target takes 1d10 force damage. Cantrip Upgrade. The spell creates more than one beam when you reach higher Warlock levels: two beams at 5th level, three beams at 11th level, and four beams at 17th level. You can direct the beams at the same target or at different ones. Make a separate attack roll for each beam.
Obviously, this is meant to curtail the 1 level dip into Warlocks so many are fond of taking, but does this also rule out the use of Eldritch Blast as an Artificer who has an All-Purpose Tool? Since the Cantrip counts as an Artificer spell, wouldn't it technically scale with Artificer levels now? Furthermore, does this mean that all the new Warlock and Sorcerer exclusive Cantrips such as Chaos Bolt, Pact Weapon, Book of Shadows and Pact Familiar are fair game as well?

I think it means the opposite of that. (but this is trying to mix current Artificer rules with incomplete UA rules...)
Furthermore, does this mean that all the new Warlock and Sorcerer exclusive Cantrips such as Chaos Bolt, Pact Weapon, Book of Shadows and Pact Familiar are fair game as well?
Technically, yes. But again, it's a mismatch of editions, essentially. I wouldn't try to force it on a DM, especially if you're playtesting the new classes but finding loopholes with the old ones.
