Does a monthly membership allow the addition of the Artificer and/or additional Rogue subclasses? If it adds Artificer, are all subclasses available?
Memberships don’t add any content to the character builder. Subclasses and other content for the character builder become available if you purchase the books that contain them.
The Artificer class (and subclasses) is found in Tasha’s Cauldron of Everything, as well as in Eberron: Rising from the Last War. Rogue subclasses can be found in the Player’s Handbook, Tasha’s Cauldron of Everything, and Xanathar’s Guide to Everything.

You’ll need to make sure “Expanded Rules” is checked in the Home tab of the character builder. That needs to be checked to enable any content from outside the Player’s Handbook and Dungeon Master’s Guide.
So if i want to have access to artificer in character builder, would you suggest buying Eberron?

Tasha's Cauldron of Everything is a whole book of different character options for all classes and a bunch of new spells. Eberron: Rising from the Last War is a campaign setting for the world of Eberron.
My advice is: if you are specifically going to be running or playing in an Eberron campaign, get the Eberron book. Otherwise, get Tasha's, because it has a lot more character options that you will find useful, including at least two new subclasses for each class and several optional class features for some of them. The optional Ranger features in particular are very helpful.

Unfortunately, you can’t buy individual items from the marketplace like that anymore. They took away that option last year.
