In the current published campaign I am participating in, my artificer now has access to a +1 quarterstaff.
May I use this as my Arcane Firearm?
If yes, does the +1 get added to my spell attack and damage rolls when using it?

Technically, it does not. If you look up the equipment guide in the PHB, you'll see that there's a difference between a Magical Focus Staff and a regular quarterstaff which is the difference of about 5GP compared to a quarterstaff's paltry 2SP. Therefore, while a magical focus staff can be used as a quarterstaff, a quarterstaff can't be used as a magical focus.
Once you acquire a staff that can be used as a magical focus, you can then use the Enhanced Arcane Focus Infusion (on top of making it your Arcane Firearm) to give yourself +1 to spell attack rolls.
If you want to get creative, try to find an All-Purpose Tool. This will let you learn a cantrip from ANY spell list which would include Shilleilagh and treats it as an Artificer spell. Then you can use your spell attack bonus to hit. You can also couple that with a melee cantrip like Booming Blade or Green Flame Blade for even more damage.
