The use of spellwrought tattoos as infusions has been part of the class since the fifth edition version came out. The validity and rules for using them as infusions has always been in debate and wotc has never addressed it. We assumed that it was a glitch in the system that the designers never addressed but now it is clear they approved of it. It has been five years since Tasha’s has been published and now eberron is Out and not only have they not forbidden it but has expanded upon it. Now level 14 artificers can make any rare rarity wondrous item and that includes level 4 and 5 spellwrought tattoos. That is three levels before the artificer can cast level 5 spells normally. That cannot be another mistake. So go nuts and cast reincarnation to save your team mates. It’s a valid move.
RAW, it's valid. RAI, probably not. The explicitly excluded Scrolls and during the UA review, they went from adding Enspelled Weapons and Armor to excluding them (they explicitly listed weapons and armor that could be replicated rather than allowing weapons and armor of certain rarities).
Still, if your table is fine with it, go nuts. You can start at level with Common Spellwrought (Cantrip and Level 1 spells) tattoos. Level 10, you can have a tattoo for Revivify.
The easiest fix, in my opinion would be for WotC to reclassify them as Scrolls (this would also put them in the purview of the Cartographer for general crafting).
