Sorting through the dropdown menu options for lvl 2 Replicate Magic Item, and I find Deck of Wonder. Amongst all the other random stuff on that list, that really seems like it stands out in an overpowered way. Is it really supposed to be an option? I know the main table reads:
Common magic item that isn’t a Potion, a Scroll, or cursed*
but then the lvl 2 dropdown menu has plenty of uncommon items mixed in, including Deck of Wonder. Not to mention many of the specifically listed table items are also uncommon, I believe.
To me this reads as, any common item is allowable (so we don't have to keep updating this menu forever or if you dig up some random unlisted item we forgot), and then the specifically listed uncommons are also thrown in there as a little treat if you find them valuable.

Your understanding of how it's meant to work is correct. Deck of Wonder shouldn't appear in the list at level 2.
However, it is allowed at level 10 (as the level 10 list includes "Uncommon Wondrous Item that isn't cursed", so it will appear in the drop-downs that say "Choose a Level 2 Option" if your Artificer is at least level 10. All the drop-downs show the same list, so that you can swap out an old one for a higher-level one when you gain a level.
So, if you're seeing it in a "Choose a Level 2 Option" drop-down on a character who is at least level 10, that's correct. If you're seeing it that way on a character who's less than level 10, that's a bug.
However, it is allowed at level 10 (as the level 10 list includes "Uncommon Wondrous Item that isn't cursed", so it will appear in the drop-downs that say "Choose a Level 2 Option" if your Artificer is at least level 10. Yahso, I think this is where my confusion is mostly coming from: The dropdown lists DO change as you level up (in addition to providing more slots) - the lists at lvl 6 and 10 contain items that the lvl 2 list does not (as examples, lvl 6 list adds dazzling weapons, 10 list adds deck of illusions) Additionally, the lvl 2 list contains plenty of uncommon things - all the +1 weapons, just for a start - which seem like they probably should be there to make the ability even vaguely useful.
All to say, I find the lvl 2 "you can create any common item and then allllll these specific exceptions" to be somewhat confusing and prone to "bug or feature?" type questions, which, fine. I'll also note that in the specific case I'm curious about here, the Deck of Wonder is an item that is extremely suited to my chaos muppet playstyle, so maybe I'm just overvaluing it.
Additionally, the lvl 2 list contains plenty of uncommon things - all the +1 weapons, just for a start - which seem like they probably should be there to make the ability even vaguely useful.

Just to be clear, those uncommon items are the ones explicitly listed in the description of the class feature as being available at level 2. The rule is not "you can create any common item and then all these specific exceptions". The rule is "you can create one of these items" followed by a list of specific items, one of which is basically "any common item". The uncommon items are not exceptions to the rule; they are the rule.

If you're seeing it on the level 2 dropdown on the character sheet, and your character is less than level 10, then that is definitely a bug, because it does not match what the actual rules say.
