Starting at level 10, you would be able to make a Thayan Spell Tattoo using the "Uncommon Wondrous Item that isn't cursed" option. However, in the item's text it states that it can't be crafted in the same way as other magic items, so your DM may rule that it is exempt from being craftable by Artificers. If they do allow the item, you would be able to pick any spell of 3rd level of lower, including from the more exclusive class spell lists (Paladin, Ranger, Warlock).
A renown score of 50 with the red wizards? My artificer has killed a bunch of red wizards...
Which is the opposite of what you would want to do to gain Renown.
I was thinking any publicity is good publicity?
;)
Losing Renown
Disagreements with members of a group aren’t enough to cause a loss of renown within that group. However, serious offenses committed against the group or its members can result in a loss of renown and rank within the organization. The extent of the loss depends on the infraction and is left to your discretion. A character’s Renown Score with a group can never drop below 0.
Sadly, Renown doesn't work like real world marketing :-P

Does Replicate Magic Item allow an artificer to replicate a Thayan spell tattoo and put any spell up tl lvl3 into it?
If yes, where do rules or someone at wotc confirm this?

The DM may also rule you can make it but only for the spell you know and can cast.
