So if I got this ability figured out right, you store a lvl 1/2 spell in an item without using a spell slot and it can be cast by anyone able to wield it a number of times equal to *2 your int mod, again no slots needed, with them holding concentration if required?
SSI (god damn 3.5e forever) allows anyone holding the item to cast the spell from it, using their own concentration if required but otherwise keyed off the artificer's casting stats. The 'holding' versus 'wielding' is important. If you want to SSI-enchant a club with the word "SPELL STICK" carved into it (hey, clubs are simple weapons - they count), stuff it full of INT*2 uses of Invisibility, then pass the Spell Stick around and have everybody cast from it prior to a sticky infiltration, that's legit. Someone with an arm-strapped shield cannot wield anything in the shield hand, but they can hold something in the shield hand (DM dependent, of course), and thus benefit from the Spell Stick.
And that applies to any creature holding the SSI regardless of their inherent abilities. The Wizard's familiar? It qualifies. A random wild animal? It qualifies. A Tiny Servant? It qualifies.
The [Tooltip Not Found] or [Tooltip Not Found]? Well... no. At least not by rules as written. Or at least not in combat. Because these creatures only take the Dodge action in combat unless you use your bonus action to issue a command which can only order them to take the Dash, Disengage, Help, Hide, or Search actions or one of the actions described in its respective stat block. So while they are granted the ability via SSI they are unable to use or be commanded to use it (unless your DM says it's cool and honestly I suspect most would).
Tangential question. The ability specifies an artifiser spell, would that include spells added to your list by your race or class? Example izzet engineer adds chaos bolt to your spell list.
If a feature adds it to your class spell list or states "these are artificer spells for you" then they qualify. So chaos bolt would work for the Izzet Engineer. But probably not something picked up through magic initiate unless it was already on your spell list.
First of all, the Izzet Engineer is Ravnica Stuff, and Ravnica Stuff can/should/will burn in the pits of Tartarus for eternity. Gawd that book is a crime against roleplaying...
Second of all, as Unclever Title suggested: the spell has to be "an artificer spell" to qualify. Not just a spell which happens to be on your artificer. A tiefling, for example, could not store their racial Hellish Rebuke in an SSI and get ten free counterattacks, because Hellish Rebuke is not an artificer spell.
Izzet Engineer specifically states that the spells it lets you select from are added to your class's spell list, making them artificer spells for you. As such, they could be used in an SSI, yes. Which is mostly just further proof that the Ravnica backgrounds are absolute freaking hogwash and never should've seen print.
