I would say that at the moment of creation, an Artifacer knows what the potion is, but they don't know what it will be until they roll on the random table.
RAW states the free one has to be random but one created by a spell slot you know what it is. Honestly, I would forgo the roll because if you have some semblance of intelligence you would know how and what you are making.

Good. I do not mind making a random elixir but I do not want to be a master of potions and not know what I am giving someone.
