Really, I think the warlock spell progression works much better than the one alchemist's have now. Although it makes elixirs even worse. Imagine wasting a 5th level spell slot at 9th level and getting a 1st level effect and 2d6+int temp hp then having to hand the elixir off to another character, and then that character has to spend an action to use it.
The elixirs and savant feature really need to be addressed. Otherwise you're guaranteeing the elixir (what should be the defining feature) is never used.
Out of all the Artificers, def Alchemist feels the weakest, unfortunately.
And in general making Artificers weak for the chance of some sort of overblown idea of "balance" is really really annoying considering some classes are incredibly powerful like bards. Literally bards tbh.
And Alchemists for sure are the least mechanically appealing out of the whole bunch. They sound great in paper but there is no great potion progression with levels.
Also absolutely, having elixirs from the start to be selectable at will needs to be in there and the "randomness" as a bonus feature. Restricting the creation of potions so much is just pretty silly.

Artificers do have a bunch of problems (including Alchemists), but I think the most fundamental core of their problem is that there's no evidence their rules were ever proofread. Waaaaay too much word salad going on in their rules.
From a balance perspective, partial casters can exist - Eldritch Knights, Arcane Tricksters, Rangers, and Paladins prove it, although I'm not convinced 1/3 and 1/2 are the only interesting fractions partial casters can have. That said, I agree with other posters, they'd be potentially much more interesting built on the Warlock spellcasting chassis.
