That’s something that is best taken up with your DM since I can’t think of any hard and fast rule for or against such a thing. Considering that there are chefs now that cook and perform, it doesn’t seem like much of a stretch to me.
I'll definitely allow it and RAW also totally allows it. Heck I sometimes bust out a tune or two while I'm cooking at home. While the question of whether my singing is restful or not is up for debate, one can easily sing while cooking.
Neither Song of Rest or the Chef feat state that you must spend the entire short rest on that single activity to gain the benefits. The Chef feat uses the term "as part of a short rest", which makes it clear that it can be done in addition to other restful activities. Song of Rest is less obvious... it just says that it is done "During a Short Rest" and that to gain the benefits your allies need to "hear your performance", but I still maintain that it doesn't have any language that says you need to spend the entire short rest playing music to gain the benefit.
