Keep in mind that at L1 the bbeg is a L1-5 character basically so it would help him just the same way it would help you so that +1 to AC actually is a big deal along with casting with the hand filled.
I might be misunderstanding BBEG. I take it to mean Big Bad Evil Guy: i.e. the main/final boss. So for example in "Tyranny of Dragons", the BBEG is Tiamat, a CR 30 Avataar.

Yes but for a single level 1 adventure ( not a multi adventure campaign) your typical bbeg is level 1-5 - what level is the blue half dragon you have to fight at the end of the first section of that arc?
I have a player who has a two handed fighter but also carries a shield. It’s getting tiresome keeping track of wether the shield is equipped or not or where he’s dropped it and run off to kill something. Also tired of keeping track of the passive perception and wether it’s in effect when the shield is stowed on the back, in hand or dropped nearby.
I see this as a logical solution to the issue that will aid game flow and immersion.
*She already carries the sentinel shield which is why I’ve based it on this but loosing the +5 to passive perception as it’s smaller
Sentinel Vambrace (Shield)
With this small shield equipped, you have advantage on initiative rolls and Wisdom (Perception) checks.
The shield is emblazoned with the symbol of an eye.
This small shield is permanently affixed to the left/right vambrace (requires full or half plate armour). It does not require the use of a hand to wield.
Wielding this small shield provides +1 bonus to AC. You can benefit from only one shield at a time.
Why not just have the Cambrian e generate a continuous +1 magical shield effect rather than have the shield hanging off it getting in the way all the time? Game mechanics wise it works, real world it doesn’t, Wonder woman’s bulletproof bracelets are your key idea here. Have them both engraved with the eye to get the sentinel effect. Advantage is still fairly strong - I’ve seen math for treating it as anything from +3 to +5 (never done the math myself) so you might want to have the vambrances/bracelets do a straight +2 to passive and active perception checks.
