College of Lore is definitely the best all-around support caster Bard, but College of Glamour is more in line with the idea of hyping up the good guys and capturing the attention of the bad guys.
College of Dance might fit the cheerleader aesthetic better, but it's mechanically it's focused more on unarmed melee combat.

Musician lets you hand out Heroic Inspiration every short rest, not bardic inspiration, HEROIC inspiration. They last forever and let you reroll ANY die.
Inspiring Leader lets you hand out temp hit points equal to your character level plus chamod, every short/long rest.
Plus Mantle of Inspiration and you're just buffing folks left and right....

If you want the super-buff bard build, its probably Glamour. All bards have the base class buff stuff.
