College of Spirits: Spirits from Beyond during character creation.

The text states:

When you take a Bonus Action to give a creature a Bardic Inspiration die, you can call forth the powers of a random spirit.

But, as I am building a lvl 6 character, I am being given a choice to pick one. Why would I be picking a specific spirit during character creation? Even if I were to use my Controlled Channeling, I would be picking the spirit at that time, not one based on a decision when I leveled up my character.

Unfortunately recent releases have been full of weird implementation issues like this; it does not seem that they really have a functional QA process right now.

There's often been a "Pick one from this list" during character creation on switchable feats - Check out Path Of The Wild Heart barbarian subclass. 

You still have to chose during character creation. I think it picks something on your character sheet as a changeable option. You can change it later though.

You gain one of the following options of your choice. Whenever you finish a Long Rest, you can change your choice.

Owl. You have Darkvision with a range of 60 feet. If you already have Darkvision, its range increases by 60 feet.

Panther. You have a Climb Speed equal to your Speed.

Salmon. You have a Swim Speed equal to your Speed.

That's true, though this isn't the same kind of feature. This is more like a Wild Magic surge, where you randomly determine which of several options will occur. It would be one thing if it added an action for the specific option to the character sheet, but it doesn't; selecting an option doesn't seem to actually do anything on the character sheet, so it's not necessary.
